... EUROSINT, the European Open Source Intelligence forum, attracted an audience that one rarely sees in the same room in this city: intelligence specialists from national defense and interior ministers; the European Defense Agency; the European Commission; prime ministerial cabinets; the EU Military Staff and Situation Awareness Center; Europol, the pan-EU police network; Interpol; and a scattering of defense companies, nongovernmental organizations and think tanks.

Working group "Technological Gaps" - Vienna - 5 February 2007
Second meeting of the Technological Gaps working group of the EUROSINT FORUM.
We have received generous support from the OSCE which host the event, thus allowing us to look at Open Source Information processing.
Most importantly the meeting will try to identify:
- what the component parts of the OSINF process are. An input to this, identified in the first meeting on 15 December
- what technologies/companies exist in Europe (and beyond) to fulfil those steps in the processing, with a view to helping these companies network between themselves to build coalitions that can provide modular or end-to-end solutions to OSINF users in the security sector;
- what pilot projects, research or other activities could be useful to start bridging the gaps, notably with a view to seeing if we can build such projects with the end-users (both present in the room and others in the network) and to make recommendations to those who provide finance for such activities.

- Aims of the working group
- Aims of this session are to identify:

- technologies and companies in Europe (and beyond) which could be considered as contributing to the OSINF process, and to locate in which step(s) of the process they are situated;
- pilot projects, research or other activities which could be useful to start bridging the gaps, notably with a view to seeing if coalitions of interested parties can be built and to making recommendations for those interested in financing such activities.
- Expectations of participants

11.15 - 11.30: Coffee Break
11.30 - 13.00: Identifying actors in the segments
- locate which companies and technologies we know of, and where they fit into the process
- Identify where needs exist that are not addressed by companies we know of, and hence further research on actors may be needed, or where basic technological research may be required
13.00 - 14.30: Networking Lunch
14.30 - 16.00: Action needed
- Given the tools that exist in the different segments, how can we start "joining-up" these tools to make an end-to-end process? Consideration to pilot projects etc
- Future research needs and recommendations in this area to the European Commission and others sponsoring such activities
16.00 - 16.30: Next Steps and Conclusions
